Complete Streets Policy

In 2014, the City of Salem adopted its Complete Streets policy. While many elements of Complete Streets were part of street and roadway projects undertaken by the City prior to 2014, the goal of the policy was to ensure that such elements would be included in all street and roadway projects going forward.

Adoption of a policy along with identifying a list of projects as part of the City's Complete Streets Prioritization Plan allowed the City to be eligible for funding through MassDOT’s Complete Streets Funding Program. Only projects listed on the plan are eligible for funding from MassDOT, but the City can also fund these projects through other local, state, and federal sources, and add projects to the list over time as other projects are completed. The City also strives to incorporate Complete Streets elements to all street and roadway projects, regardless of whether a project is on the prioritization plan.

Complete Streets Prioritization Plan Projects that have been completed include:

  • Lafayette/Loring/West Intersection
  • Downtown Bike Lanes
  • New Derby Street/Derby Street Bike Lanes
  • Loring Ave Bike Lane Pilot
  • Fort Avenue Protected Bike Lane
