Resident Permit Parking - College & University Students

College and university students living in Salem at qualifying addresses are eligible to obtain resident parking permits even if their vehicle is registered elsewhere. College and university students are NOT eligible to purchase visitor passes.

Before submitting an application, please check here to see if your address qualifies for resident sticker parking: List of Qualifying Streets/Addresses.

If your address qualifies, you will need the following documentation in order to obtain a permit:

  • A completed Resident Sticker Parking Application (print out and complete if applying in person)
  • Your driver's license
  • Your vehicle registration
  • Proof of residence (utility bill, lease agreement, etc.)
  • An official, stamped letter from your college or university registrar's office confirming your enrollment

Vehicles owned/used by college and university students living in Salem do NOT need to be registered at the qualifying street address to be eligible for resident sticker parking.

College and university students living in Salem are eligible to purchase permits for vehicles that meet the above requirements but are NOT eligible to purchase guest passes.

College and university student permits cost $10.00 and are valid for one (1) year.

Permits can be purchased in person at the Parking Office at 1 New Liberty Street or online via City Hall Systems. If applying in person, fees can be paid with cash, check, or money order made payable to the City of Salem.
