Resident Permit Parking - Year-Round Residents

Before submitting an application, please check here to see if your address qualifies for resident permit parking: List of Qualifying Streets/Addresses.

If your address qualifies, you will need the following documentation in order to obtain a permit:

  • A completed Resident Permit Parking Application (print out and complete if applying in person)
  • Your driver's license
  • Your vehicle registration
    • Leased Vehicles: resident must provide a piece of mail from the lease company to the lessee at the qualifying Salem residence.
    • Company Vehicles: resident must provide a letter on company letterhead stating the resident has use of the vehicle.
  • Proof of residence (utility bill, lease agreement, etc.)

All of the documents must have the same name and the addresses on all of the documentation must match the qualifying address. If your license and/or registration does not show the qualifying address, you must change your address with the Registry of Motor Vehicles either in person or online at www.mass.gov/rmv. Proof of this change is required: a screen printout from the RMV if you make the change in person, or a printout of the onscreen message showing the successful address change and containing the new address if you make the change online. The email confirmation of this change will not be sufficient.

Residents are eligible to purchase permits for vehicles that meet the above requirements. Additionally, up to two (2) visitor passes may be purchased per household. Residents that do not own a vehicle may also purchase up to two (2) visitor passes if they live at a qualifying address.

Resident permits cost $5.00 and are valid for one (1) year. The first visitor pass costs $10.00, the second costs $20.00 and are valid for one (1) year.

Permits can be purchased in person at the Parking Office at 1 New Liberty Street, or online via City Hall Systems. If applying in person, fees can be paid with cash, check, or money order made payable to the City of Salem.
